A bare game disc in a box of other bare game discs is how scratches happen. These are clear plastic sleeves with a resealable seal across the top, so a disc goes in, the flap closes, and nothing gets in after it. The seal is the difference between these and a plain open sleeve: discs stay put when you move a box, and dust does not settle on the data side.

Are these the paper envelopes? No. These are clear plastic and reseal across the top.
Will artwork fit inside too? They are sized for a disc. A folded insert will fit but it is a tight fit.
Can the seal be opened and closed again? Yes, that is the point. Open and close it as many times as you need.
